13 Star Flag?

Is the 3rd time a charm.

The US 13 star flag on the following link was found in a box at my in-laws. Inside the box was a letter from the State of Ohio where my wife's 4th Great Gandfather paid $200 dollars for someone to fight in his place.

Does this linen type of flag appear to be from this era? Is there anyway to verify what it is?
