Cleaning out the In-Laws home.

Having 6 generations of items to go through from a family that through nothing out. We ran across a small box with 2 flags and some paperwork dating to the Civil War. There was a letter from the Governor of the State of Ohio stating that my wifes 4th Great Grandfather had paid US $200.00 for some man to fight in his place.

Now to the flags. The one is a 13 star flag on what appears to be linen. The other is what appears to be dyed cotton. No clue as to what these are. I also was not sure how to post images on the forums. I have included a link for a photo service I use for vacations. If this is not allowed please delete and let me know how to post photos.

Can anyone fill in the blanks on these flags?
