Hello all. I'm looking for info about presentation and display of US flag with state and POW/MIA flags. What order are they to be raised and lowered? If anyone has any specific references I'd love to hear a response.

I hope I can help you out with your three-pole display "problem". The answers lie in the "precedence", or "importance" of the Flags. The flags precedence is as follows with the most important first, followed by the next most important in decending order. In your case, U.S., State, then POW*MIA.
Display : If ALL three flagpoles are the SAME height, then the U.S. Flag should be flown from the flagpole farthest to its own right (to the viewers' left) which is the position of highest "honor" or "Precedence"; and your State flag should be flown from the middle flagpole and the POW*MIA flag from the flagpole that is farthest to the viewers' right.
EXAMPLE : (U.S.) (State) (POW*MIA).
IF one of the flagpoles is visibly TALLER than the other two, hopefully it will be the "middle" one. In that case, the U.S. Flag should be flown from the taller, center pole, with the State flag on the pole on the viewers' left and the POW*MIA flag on the pole on the viewers' right.
EXAMPLE :
____(U.S.)
(State) (POW*MIA)
v - i - e - w - e - r - s
Raising & Lowering : Raised IN ORDER of precedence (U.S., State, and POW*MIA) and lowered in INVERSE order of precedence (POW*MIA, State, and U.S.). If you can't remember the order, just remember the U.S. Flag gets raised first (briskly) and lowered last (ceremoniously).

Yes. For CIVILIAN rules & guidelines, consult the United States Code, Title 4, also known as the "Flag Code". A good readable copy can be found at on the USHistory.Org web-site.

NOTE : I don't recall the Flag Code including the POW*MIA flag in its coverage.
I believe that the separate military services issue their own "Flag Manuals" regarding ALL flag-related issues pertaining to their departments. These manuals are VERY detailed and exacting. If memory serves me correctly, I believe that only the Air Force's Flag Manual includes the POW*MIA flag.
I read that somewhere in our forums, probably in the "U.S. Flag Display" forum. The REAL expert on these matters is PETER ANSOFF. He has copies of the pertinent manuals and has, an a number of occasions and subjects, cited them here to clarify a point or points.
