37 star flag

I am a library director. A few years ago someone left a flag at our doorstep. This flag has 37 stars. There is one larger star in the center, 11 stars in a circular pattern around that star, 21 stars in a circular pattern around the 11 star pattern, and one star in each corner of the blue field. We have counted and recounted the stars because 38 stars seems to be more common, but there are only 37. There is a tag pinned to the flag that has this on it, "N1672THX". No idea. Anyone have any idea?

Can you post a picture of the flag?

This sounds like a flag made in the 1870's just before the nation's Centennial. If your library would rather have some reference books on flags rather than try to conserve and/or display that flag, please contact me at nicka21045 AT yahoo.com
