Default 43? star flag, circle pattern

I have two pictures of a flag hanging over my home town street. I thought it was a 38 star but when I enlarged it there are 2 stars in the corners not one.
Was this an official flag, and when was it made? The one picture is dated 1904 the other one seems earler. The town in in SD.

    Thanks for the help, Charli

Looks like 39 stars to me, could be 40, but either would be appropriate for the 1889 date when ND and SD were added as the 39th and 40th states at the same instant. The flag "officially" changed from 38 stars to 43 stars on July 4, 1890, but flags with 39 and 42 stars are common, 40 star flags are a little scarcer, and 41 star flags are really rare, but nowhere near as valuable as a real 43 star flag.

Dear Charli- I just acquired a 43 star US flag. It also has a circle. It is composed of a 13 star circle which encloses a large star made of 32 stars and on each corner outsied the circle are clusters of stars with 3 stars in 3 corners and 2 in the fourth. I think this represents the short period of Idaho becoming the 43rd state on July 3, 1890 (with Wyoming becoming the 44th on July 10, 1890). Has anyone else seen a flag like this? (wool bunting, machine printed 36" X 30")

    13+32+3+3+3+2=56?
