    I have a 18' x 12' flag I junt hung vertically. The bars side of the flag is 10" shorter than the stars side. Can the flag be altered to be even at the bottom?

    Yes. It would not be a problem to cut and re-hem the fly end in order to "square" the end of the flag. Although the official dimensions of the flag of the United States are 10:19, your flag was never that proportion in the first place; it was a 2x3 shape which is a very common commercial ratio. When you are don your flag will just be a little bit closer to 2:2.85 rather than 2:3.00.
