    This is a good question but one I'm not sure there's a satisfying answer to. The basic answer is that it's that way because it's the law: it is actually written into United States code that this is the way the flag will look and be displayed. Washington's flag during the Revolutionary War was nothing but a blue field with white stars, and the first official flag of the United States, known as the 13-star flag, moved those stars to the top left corner and added the 13 stripes.

    The history of the flag is controversial and it's not clear exactly who was involved in designing the flag. In most history classes Betsy Ross is credited with design of the flag and is said to have stitched the first flag. New Jersey Congressman Francis Hopkinson claimed to have actually designed the flag, though it is known that others were consulted in the matter.

    Controversy aside, the flag looks the way it looks because the original government of the United States wanted it that way. Certainly this is one instance where tradition has its place.
