How is the Church pennant to be displayed during services aboard ship? That is where is the pennant to be flown at anchor and when the ship is underway

Here's what the flag code has to say:

No other flag or pennant should be placed above or, if on the same level, to the right of the flag of the United States of America, except during church services conducted by naval chaplains at sea, when the church pennant may be flown above the flag during church services for the personnel of the Navy.

So, if you're having services for Navy personnel at sea, the pennant for the church may fly above the American flag during the service, but at other times should be below the flag. During other church services on ships, the pennant should always be below the American flag, either on the same mast or halyard or a different one.
