Can information from this site, such as the Flag Etiquette page, be copied and used for free or is there a charge or other steps before using?

On the pictures, you ask for "royality free" submissions. Does this mean that posted pictures may be copied and used in brochures, etc. If not, how is permission granted and where is the cost located?
