Lightbulb definition and duties of "flagmaster" position

    Dear Members,

I am the Mayor of a small village and want to create an official position to be filled by someone who will watch over our village flag. Ensure it is not torn, does not become disengaged from the halyards, lowers the flag to half-staff at the appropriate times and conversely raises to full-staff accordingly.

I am thinking that such a position should be entitled "Flagmaster" but I'm not sure of the appropriate etiquette and need to be precise.

Can someone help me out with a boilerplate definition and also if you have a formalized set of responsibilities that I can copy and modify for our village it would help.

    Thank you!

    Mayor
