Often times I see corporations along major highways displaying the American flag, the state flag, and a corporate flag from adjacent poles. Should the flags be arranged in proper order from the perspective of someone departing the building or from the perspective of viewing the building from the highway?

it should be the view from the highway- as in this case is the audience (ppl looking toward the building) from the highway view the flags should be in order left to right - Stars and Stripes- State flag - corporate flag (that way if u r the stars and stripes flagpole looking out to the highway ud be at the right of the other flags)

The only exception to this would be if there are more than one flagpole the one flying the US flag needs to be taller than the rest and stationed in the middle.
