What is the proper etiquette to hang it in this situation? During recent
construction, one corner was tucked up and taped out of the way. Now the
two bottom corners are line tagged to the wall behind it and one corner is
tagged slightly higher than the other to keep it out of the way of a
man-door at the top of the stairs. It is lighted, with the stripes
vertical, but is not hanging freely at the bottom. If it must hang freely
at the bottom, must I turn it so the stripes are vertical and hanging
freely?

The protocol for hanging the United States flag in a corridor or lobby is below. Section 7(o) from the U.S. Flag Code.


When the flag is suspended across a corridor or lobby in a building with only one main entrance, it should be suspended vertically with the union of the flag to the observer's left upon entering. If the building has more than one main entrance, the flag should be suspended vertically near the center of the corridor or lobby with the union to the north, when entrances are to the east and west or to the east when entrances are to the north and south. If there are entrances in more than two directions, the union should be to the east.

Ideally it should hang freely though if its being taped up is simply a temporary situation due to construction, I don't see a problem with it.
