    Is it true that only the President can use the eagle on top of the American flag? Or is it just that only the President can put the eagle on the Presidential flag?

    Welcome to the forum.

    It is, to my knowledge, simply a matter of design. The Coast Guard has an eagle on their flag and does the Customs Department, I believe. There was even an unofficial US flag with an eagle in the star field.
