    Hello, ks1007 -- welcome!

don't know if my last thread went out

They both went out fine. I'll delete the duplicate one.

    1. when displaying a US and state flag on a wall it is okay that the state flag is the same size as the US flag - it just has to be a few inches below the US flag?

The state flag can be the same size as the US flag. The flag code just says that it should not be larger. Also, the state flag does not have to be below the US flag. It can be at the same height, but should not be higher.

is the flag flown at half mast on 9/11?

Yes. The President issues a proclamation each year that directs government agencies to fly the flag at half staff on Patriot Day, and invites citizens to do the same. Last year, President Obama issued the proclamation on September 10th, and I expect that he will do the same this year. You can read presidental proclamations on the White House web site at The White House.
