It depends on how the flag is hung, but the short answer is that the stars should always be to the flag's right, or, in other words, on the left from the perspective of the person viewing the flag.
If you're hanging the flag horizontally, as on a traditional flag pole, the stars should be in the top left corner. When the flag is hung vertically, as on a doorway or in a window, the stars should still be in the top left from the perspective of the viewer. It's basically just a 90-degree turn to make the stripes face down instead of across.
