Our towns main street runs north and south with a 6 foot median with light poles on the median. The city has put flag mounts on each pole, one on the north bound side and one on the south bound side. they are flying flags on both sides and both blue fields are faceing to the east. They look out of place! Which is the proper way to fly our flag in this instance?

The union should be at the end of the staff whether the staff is horizontal or inclined and irrespective of the cardinal directions. The town is mis-reading the flag code guidance for flags suspended across a street. Your town's flags are not suspended - they are on staffs or poles.
