My neighbors are flying a flag that is tattered and in shreds....

Unfortunately, the flag code is strictly voluntary - a guide for patriotic citizens to follow to make sure that they are handling the flag in a respectful way. There are fines that can be upheld if the person is guilty of desecrating the flag, but it sounds as if your neighbors are simply flying a flag that has seen a lot of wear over the years. My advice, give them a new flag the replace the old one. This way, they'll take their old one down, and it will be a really kind gesture on your part, so it wouldn't feel as confrontational.
