Flag height with other nation flags

There is a local company which has 3 flagpoles. The center pole is higher than the other two. The way I read the rules, the US flag must always be on the tallest pole raised to the top. If all 3 poles are the same height, then the Us flag must be on the right. They have the US flag on the tallest pole at the same height as the shorter poles. Am I reading this correctly?

No, there's no rule that says this. The flag code just says that no flag should be higher than the US flag.

Correct. "Right" means the flag's own right, which is the left from the point-of-view of an observer facing the flagpoles.

The general rule is that national flags should all be at the same height. It sounds like they are complying with this, but it must look a bit strange when the poles are not all the same height. My guess would be that the flagpole installation was intended for display of the US flag and two sub-national flags (state flag and company flag, perhaps), so they put a taller pole in the middle.
