flag on right chest of police uniform

Greetings, our department wears a polo shirt with department patches on each shoulder, our badge patch over our heart on the left chest and a reguar flag patch over the right chest. Is this a proper way to display the flag?

I will hazard a guess, maybe my post will get some other points of view or official response, though it seems several months late.

I would expect that if you must wear your badge over your heart, the flag must be on your shoulder and not the right chest.
