    Chief Paul,

    If your firefighters wear the American flag on their shirtsleeve(s) you may or may not wear other patches beneath the American flag. There is no steadfast rule on other patches beneath the flag, although note that the American flag should always be placed at the highest point on the sleeve--meaning above all other patches, insignia, etc.
