Sorry for the lateness of this reply to your question. I just now saw it (almost three months after it was posted), but I'll try to answer it even though it's SO "late".
I know of no "official" rule on the height that a house Flag set should be.
While I can honestly say that "higher is better" (within reason), I can also say that placing the flagpole holder so that the Flag will be clearly in view and NOT come into contact with anything else is a VERY good thing, too!
My own personal preference would be to place the Flag & Pole's holder as high as any ADULT in the house could be able to SAFELY reach up, without assistance or ladder, and remove the Flag & pole from it.
I know that this response of mine is almost three months "late", but I hope my advice and opinion will still be of good use to somebody !!!
