| no. anybody cabn purchase and have fringed flags - indeed - i have 4 of them it is simply a decoration - nothing more - it doesn't signify anything. the fringes are useed on indoor flags and parade flags.

| The only thing you can be sure of is that it's an indoor or ceremonial flag. The fringe doesn't last long when exposed to wind and weather. Sometimes they're carried by the color guard or displayed on a reviewing stand - but never left untended on a pole outside. Never heard the court marshal angle before.
