    Default Flags Lowered to Half-Staff

I am a member of the Air National Guard here in Illinois. Today when I entered base, a security guard I know told me the governor had ordered the flags lowered to half-staff due to the death of an Illinois military member. He asked which flag, the federal or state, was lowered first. Does anyone know? I couldn't find anything in the Flag Code that covered this.

by 'federal ' flag i assume u mean the US national flag????

u may do one of 2 things - either: lower the state flag first then the US flag
    OR lower them simultaniously

it does say in the flag code that no other flag may be higher or to the right of the US flag- so if you lowered the US flag down half way first itd leave the state flag up higher

    hope that helps!
