i see allot of flags flying that are clearly beyond the guidelines of still servicable, i/e faded, ripped, tattered etc. basically they have been abandoned or otherwise left to there ...

i see allot of flags flying that are clearly beyond the guidelines of still servicable, i/e faded, ripped, tattered etc. basically they have been abandoned or otherwise left to there own demise while still on the pole. has this issue been addressed before?
