on the top right. This emblem is displayed on the right sleeve. Is this proper
flag etiquette?

Backwards Flag?
This is actually the classic presentation of the flag on patches for the military and other uses. I always thought the flag on the space shuttle was backwards, but it's designed that way on purpose.
The flag on military uniforms is meant to look like it is always in forward motion. The Army says that the flag should look to observers like it is flying against a breeze. It looks like a flag being carried into battle and symbolizes that the military never retreats.
That's why the flag looks "right" on the left shoulder and backwards on the right. From either persepective, the wind is carrying the flag forward as the soldier charges into battle. It makes sense, even if it looks funny.
