I live in a gated community in Central Florida .We have been issued a list of rules and regulations by the Home Owners Association.It states that the US Standard shall be subject to federal guidelines at alltimes.The State of Florida shall be flown beneath the US Standard.Militaryflags shall be flown only for special events or on special days and NO OTHER FLAGS MAY BE FLOWN.My question is this legal or proper.thank you.

There is only one Federal law I am aware of regarding the right to display flags, and that is the "Freedom to Display the American Flag Act of 2005" that you can see here: Freedom to Display the American Flag Act of 2005
It only relates to the Flag of the United States and prohibits community associations from impinging on your right to fly the American flag within reason. (The term "standard" is usually reserved for the fringed flags carried in parades. "Flag" applies to the one flying from a pole outside, and an "Ensign" is "worn" by a ship, most often from the stern.)
Beyond that, state laws apply, and many states do have laws prohibiting the flying of foreign or anarchist flags, but none that I know of specifically permit the unfettered right to fly any flag you wish.
