| While many dry cleaning establishments agree or advertise to clean your flag for free it is not required by law. There is no evidence of verbal or written laws stating that there must be no charge when having your flags cleaned. So with that being said, the dry cleaning employee could have charged your mother and she would have every right to do so. But it is very unlikely that you will come across a place that charges for the service as many find it respectful to keep the flag clean and take pride in doing so.
