    While there is no specific license or permit required to manufacture American flags, there are specific rules regarding official U.S. flags. Many people make their own personal flags, but for a flag to be "official" it must conform specific proportions and dimensions. If you google "executive order 10834" you will find a document dated 8-21-1959, which places the 50th star on the field and lists a series of exact dimensions, placement of stars, stripes, etc. to create an official U.S. flag.
