For a moment, I also wondered why Google didn't have a Flag Day doodle. Then, I did a Google News search for articles and reports about flags. After that, I didn't wonder so much. I've read numerous articles like these:

For Google, I can't help but think it's like the "Kobayashi Maru." It's a no-win situation. If Google doesn't use a flag in a doodle, it is accused of ignoring the holiday. If Google does use the flag in a doodle, then some veterans group or Flag Code martinet will accuse Google of violating the provisions of the Flag Code which deal with text over the flag and use of the flag in advertisements.
