Default Yes and No.

I know what you're thinking, she didn't answer my question. Well it depends on your location --- well in all U.S. locations when a governmental figure passes on --- a specific length of time is reserved for this tradition.

However, with other types of death less public, it is often up to the city council or in some cases such as Modesto, CA, the mayor.

Thank you!!!

Default Half Mast

The American Flag is a symbol of the nation. It should be flown at half mast only to signify national mourning. It would be inappropriate to fly it at half mast for an employee unless the nation were mourning the death. Congress can authorize this. The flags were flown at half mast for Rosa Parks. If a city or state wnats to fly their flags at half mast they may do so but not the American flag.
