    Default Half-Staff for Police Funerals?

a couple of days ago a police officer from the city of kent, ohio died. the city flags were lowered to half-staff. A citizen called in to complain the flags shouldnt be lowered, so the city manager ordered them back up. every police or firemans funeral which ive attended always had the flags lowered. apparently the city doesnt have a policy on this and is researching it. i think they should have been lowered and researched after the funeral. what is proper?

i think the citizen is right- the flag should not be lowered for police/ firemen- certainly not if no orders come from the state govorner- we cant just half staff the flag for everybody that dies- there is plenty of other ways in which they can be honored
