help with a 48 star "colors" flag

I've run across a 68" x 46" gold fringed 48 star US flag. It is sleeved rather than grommeted. The sleeve is open at both ends. It also has a 7' gold rope with tassels at each end. There is a date stamp on the inside of the sleeve on the top ' June 1954 ' No manufacture name.
Any ideas? I am assuming a US Army 'Colors" flag, but am not sure.

It definitely sounds like a parade flag os some sorts. What is the material that the flag is made of, rayon, silk, or wool bunting? Are the stars appliqued on or embroidered? The material is nylon I think ( It is heavy, perhaps acetate? ) The pole sleeve is cotton/flannel lined.
All of the stars are embroidered.
