Default Inclement weather

I have been tasked to write a policy for tending to the flag during times of inclement weather....

Generally speaking, the flag should not be flown during inclement weather. ut according to the US Code (sec. 36, paragraph 174), an all-weather flag is acceptable. Basically, the rules tell you not to fly the flag in a manner that might damage it.
