Default At an international day flag parade in Virginia, should the US flag be first?

Recently at an indoor International Day parade of flags at an elementary school in Virginia, the flags were presented in alphabetical order. This put the U.S. flag second to the last in this case. Is there a protocal that says the U.S. flag should be first?

Is there a protocal that says the U.S. flag should be first?

Yes, indeed there is. The Flag Code says: "No other flag or pennant should be placed above or, if on the same level, to the right of the flag of the United States of America. . . "

The "right" here means the flag's own right, which would be to the left as seen by an observer facing the display. Military regulations say the same thing about displays of national flags: the US flag comes first, and the others follow in alphabetical order.
