Is it against regulation to display a flag with upside down stars on it?
I couldn't find anything in the code about it....maybe I missed it?...

Well, it depends on what you mean by "regulation." The presidential Executive Order that specifies the design of flags used by the government shows that the stars are supposed to have the points up. However, the actual law that defines the flag does not say anything about the orientation of the stars -- it doesn't even say that they must have 5 points.
