    Yes, some will find it offensive that a flag is being treated this way. However, the US Supreme Court has ruled that such display is protected free speech under the First Amendment to the Constitution. So I guess it depends on what your intent is - if you just want to show your patriotism and display the flag in this way it may violate the United States Flag Code and offend some people but you have every right to do so. If, however, you wish to protest something by wearing the flag in that manner then you will get the desired effect.
