I live in Woodstock, IL and saw the flag at half mast in our town square today (7/18) and wondered why. I found this site and thought it would be a good way to learn that as well as know other proper flag protocols. Thanks.

The Governor of Illinois, Pat Quinn, has ordered that the U.S. & Illinois State Flags be flown at Half-Staff at all State facilities for the purpose of :

Honoring Illinois' Fallen
United States and Illinois flags at half-staff from Sunrise, Saturday, July 18, 2009 until Sunset, Monday, July 20, 2009.
Specifically,

Specialist Chester W. Hosford
United States Army
Hometown: Ottawa, Illinois

The Department of Central Management Services has received notice from Governor Quinn's Office to fly the flags at State occupied buildings at half-staff on behalf of:
Specialist Chester W. Hosford
United States Army
Hometown: Ottawa, Illinois
Please lower the United States flags and the State flags at all buildings occupied by your agency's personnel from:
Sunrise, Saturday, July 18, 2009 until
Sunset, Monday, July 20, 2009
