Default Lighting regulations

Could you please cite the exact codes that require the flag be illuminated by artificial means?...

Are there penalties for violating the Flag Code?

No. The Flag Code is intended as a guide to be followed on a purely
voluntary basis to insure proper respect for the flag.

Matt,

The section of the United States Flag Code which addresses illumination is Section 6(a), which follows,



§6 Time and occasions for display
  1. It is the universal custom to display the flag only from sunrise to sunset on buildings and on stationary flagstaffs in the open. However, when a patriotic effect is desired, the flag may be displayed twenty-four hours a day if properly illuminated during the hours of darkness.

Of course, this is a guideline only and there are no civil or criminal penalties for failure to illuminate a flag, as far as I know. If there is it would be an isolated local matter. But for anyone interested in displaying the flag in a proper and respectful manner, this is it.
