    Default Mayoral Flag Authority

    On Wednesday, July 14th, Michael Bloomberg, Mayor of New York City, ordered all flags on all Municipal Bldgs. (firehouses, police stations libraries etc.) to be flown at half staff in honor of, and on the occasion of the death of N.Y. Yankees owner, George Steinbrenner. Although much can be said about George, he was not a government official. He was a military officer, retired not active. I feel this was just a publicity move by little Napoleon who continues to do whatever he wants, including buying his way to a 3rd term when there is a two-term limit in N.Y.C. (to the tune of paying $109 million to accomplish that.) So, in this case, does the Mayor of a city have the authority to order the flag at half staff?
