Memorial Day parade line-up

Looking for help with the line-up of parade marchers at a Memorial Day parade. This is a small town with no military to march at our parade. Therefore, who follows the initial USA flag? Veterans? Grand Marshall? Dignitaries? Scouts?etc.

Please refer me to a web site or book that has the correct info.

I don't know of a site to refer you to, but from the list you provided in your question probably town officials could place veterans in the front with dignitaries and elected officials and include everyone in the town that wants to parade including boy scouts and girl scouts and other youth organizations who represent the future of the town--convey the significance of the freedom that was fought for their futures to be secure! Just my thoughts Edgar.
