Multiple flag poles on a hill

I have a set up of flag poles in the front of my building that end up facing a V at the front entrance of the building. Each of the flag poles are of the same height but run up a hill. When I fly the flags in the proper order it appears as though the US flag is lower than the other country flags. Now, since all the flag poles are of the same height, would I simply ignore peoples complaints about the US flag appearing to be lower than those of other countries?

I'm sorry, but I'm having trouble picturing the flagpole formation as you've described it. Would it be possible for you to take a few pictures of your flagpole set-up and post them here so we could see what it is you're talking about?
