Hi! This is a somewhat complicated situation, and we need some more information before we can sort it out. Could you tell us a little more about the ceremony? Does it involve actually raising the flags, or will they be raised before it starts (normally, they're flown from 8 AM until sunset). Is it a military or civilian ceremony, and are diplomatic representatives involved? The last question is important, because the Republic of Vietnam ("South Vietnam") is no longer a nation, although its flag is still recognized in some US jurisdictions as representing Vietnamese heritage.

The Vietnamese Community in the United States needs to know in the Ceremony they do have to raise the FLAG and sing the National Anthem.
For ordering which National Anthem with Flag is First to raise and sing and Which one in Second in the ceremony ?

The US flag should be hoisted first, and lowered last. The reference is 4 USC 1 Section 7 (f), which says:
"When flags of States, cities, or localities, or pennants of societies are flown on the same halyard with the flag of the United States, the latter should always be at the peak. When the flags are flown from adjacent staffs, the flag of the United States should be hoisted first and lowered last"
The RVN flag is not a national flag, although it is recongnized as a "heritage flag" in many places, including here in my state of Virginia. While it is not technically the "pennant" of a "society," similar protocol would apply.

This question is not covered in the civilian flag code. However, it is addressed in military regulations. Generally, when the national anthems of other countries are played, the US anthem should be *last*. There is more detail about this in one of my earlier posts, here:
