| Allen Manuel, Yes, you can. And in fact, you should always fly the U.S. flag at the top of a pole. State, P.O.W., company or organizational flags should always be flown below the U.S. flag. Be aware that if you plan to fly the flag of another nation, they should be flown from separate staffs. According ot the U.S. Flag Code, section 3(g) "...International usage forbids the display of the flag of one nation above that of another in time of peace."
