Thumbs down parade rest with the flag at arms length

Hello, my name is doug and I am the ride captain for the Patriot Guard Riders in my area. The question I have is if you are standing in a flag line at parade rest with the flag at arms length, is that considered dipping the flag. You can display a flag off the side of a building at a angle and be OK. I need some clarification on this from you guys if possible. Thank you.
