    Anyone recall seeing this design previously?

    VINTAGE c1900 NEW ENGLAND STATE ? FLAG w 13 STAR CIRCLE, PINE TREE IN CREST #14 | eBay

    It's familiar to me, but I can't put a finger on it...

    The pine tree in that shield is similar to the US Forest Service logo. Don't know where the seller got the Vermont connection...

    That crossed my mind, but the flag looked earlier than I thought the Forest Service existed. I should have checked it out though--you are correct. I think that's perhaps it.
