Default Post 911 changes?

Hello. My first post here. I work at a place where the maintenance person insists that since 911 the flag can be flown 24 hours a day without being illuminated if it's an all weather flag. I thought all weather meant you don't have to bring it in for bad weather. I have looked all over the internet including urban myths and can't find any reference to any changes since 911 regarding illumination. Can anyone help me here?

No changes have been made to the Flag Code since 1999 when MLKing's birthday was added to the list of Flag Flying holidays, and 2004 when the words to the Pledge were reaffirmed.
