The answer is: FALSE
The Flag of Texas is not treated any differently from any other state flag when it is flown with the USA flag. The US Flag Code dictates the relative position of other flags and you may see the Flag Code at:

Any state flag may fly at the same height as the US flag as long as the US flag is furthest to the right (and that is from the FLAG's perspective. It must be the furthest to the left as you are looking at it.)
The actual answer to your specific question is "YES" there are two state flags that may fly at the same height as the US flag. There are also 48 more, for a total of 50.
