Rifle Firing Detail at a Memorial Day Ceremony standing behind the colors and away from the ceremony, the colors are brought in by High School ROTC, the spectators sang the Star Spangle banner, the US flag was not raised nor lowered. Is it necessary for the firing detail to present arms?
