You are correct. Semper Paratus, which means "always ready" is the Coast Guard's motto as well as the name of its song (you can find lyrics and listen to it here).

According to the Coast Guard's website, no one really knows how this was chosen as the motto, but the song was written by Captain Francis Saltus Van Boskerck in 1927.

Van Boskerck had hoped his song would gain as much recognition as the songs of the other military branches, but, as you point out, it is often forgotten today.
