    It is proper to fly flags that are approximate in size. If your state flag is a few (as in hardly noticeable) off, then there is no problem. However, the American flag should never be smaller. The states are under the country as a whole, and therefore should submit to America. Flying a state flag bigger than the American flag is a sign of arrogance and disrespect. Also remember, when flying your American and state flag, that you always place the American flag at the top.
